Vice Admiral Boxall has spent a lifetime of service as a career Navy Surface Warfare officer in a variety of Joint and Navy assignments.

Most recently he was the Joint Staff, Director J8, the lead uniformed budget and Joint requirements officer.   There he oversaw joint requirements for military capabilities in the Air, Land, Maritime, Space and Cyber warfighting domains. Working with the military services and Office of the Secretary of Defense (OSD) staffs during three budget cycles, he and OSD Comptroller rolled out the Department of Defense’s $750B+ budgets for Fiscal Years 2021, 2022, and 2023 to national media and congressional audiences.

From 2016-2019 Vice Admiral Boxall was Navy’s Director for Surface Warfare where he created the requirements for the new Constellation-class Frigate, and a family of large and small surface combatants combined with unmanned surface vessels (USVs).

He also served as the J5 Deputy Directory for Joint Strategic Planning, responsible for development of the National Military Strategy and worldwide operational war plans.

At sea, Vice Admiral Boxall served in eight  ships, and commanded the USS John C. Stennis aircraft carrier Strike Group, the Aegis cruiser USS LAKE ERIE, and the Aegis destroyer USS CARNEY to hotspots around the globe.
