Will Pennington has over 36 years of experience in defense, aviation, maritime, and space operations. 

Before retiring from the U.S. Navy as a Rear Admiral, Will served for over three years as the Chief of Staff at U.S. Space Command and oversaw the rapid growth of the nation’s eleventh combatant command from start-up through full operational capability.  He managed 70% personnel growth and dramatic mission expansion.  During his tenure, he also served as a key advisor to the Commander in strategic and operational planning, operational execution, policy and strategic partner development and future capability needs.  He was the primary command representative in most warfighting capabilities and requirements venues held at the national level. 

During his 36 year military career, Will commanded a strike fighter squadron, fleet command ship, a nuclear powered aircraft carrier, and carrier strike group.  He has extensive overseas experience to include three assignments in Japan and serving as the head of policy and international engagement on the Chief of Naval Operations staff. 

Will graduated from the U.S. Naval Academy with a degree in Economics.  He also earned a Masters in Engineering Management from Old Dominion University and graduated from Air Command and Staff College.  Additionally, he has completed executive education at the University of North Carolina Kenan-Flagler Business School, and national security and cybersecurity courses at the Harvard Kennedy School.
