Kitty Luce

Kitty is an experienced defense industry leader and SME in strategic planning and implementation of growth plans throughout the life cycle of business development. She brings over 23 years of experience capturing business across a variety of US defense and SETA contractors, mission areas and space system platforms to include PNT, missile warning, military communications, remote sensing and space security.

Prior to founding SKiL Services in 2024, Kitty served as the Director of Business Development for the Albuquerque, NM region for Northrop Grumman’s Space Systems and Director of Strategic Captures for Northrop Grumman’s Space Security business unit. In these roles she was responsible for executive level stakeholder engagements and leadership of a geographically dispersed, high performing capture organization responsible for capturing large space system missions around the world.

Kitty holds a BS in Computer Information Systems from Regis University and multiple certificates from course work in capture leadership, systems acquisition and strategy development. Kitty has been a passionate volunteer over the years in support of our military members and their family’s serving on multiple non-profit boards and earning numerous honors and awards.

Katherine ‘Kitty’ Luce is currently the Founder and Principal of SKiL Services, LLC, a consulting services company, specializing in providing capture management; business development and strategic planning.
