Kelvin B. Coleman is a nationally recognized senior executive leader in commercial space transportation with over three decades of experience at the intersection of federal regulation, emerging technology, and public-private partnerships.  As former Associate Administrator for Commercial Space Transportation at the Federal Aviation Administration, he led a national regulatory program for launch, reentry, and spaceport licensing, public safety, and commercial space growth—working with both emerging space startups and legacy aerospace giants in the rapidly expanding U.S. commercial space sector. 

In this role, Kelvin advised Cabinet officials and the White House, collaborated with Congress on legislative and budgetary priorities, and partnered with CEOs and global aerospace leaders to advance innovation, safety, and industry growth.  His leadership combined technical expertise with business acumen to guide multi-billion-dollar enterprises through complex regulatory landscapes.

His leadership helped drive innovation while ensuring safety, security, and international competitiveness in one of the most dynamic sectors in the economy. He brings a deep understanding of federal regulatory strategy, commercial aerospace growth, enterprise risk management, and governance.  He is the founder and principal of the Baines Advisory Group, which partners with innovators in aerospace, space transportation, and defense to accelerate growth, strengthen competitiveness, and lead in rapidly evolving markets.
