Joshua “Clay” Aisen

Joshua Aisen is a recently retired US Navy officer. His military specialty was facilitating the provision of arms and military equipment to partner nations in Central Europe, including supporting US efforts to aid Ukraine. He is an expert in Security Cooperation to build allied capability, with strong experience in both program design and execution. From 2020 to 2023, he served at the US Embassy’s Office of Defense Cooperation in Warsaw, Poland, and is a pioneer in Space domain security cooperation, having worked at the strategic, operational, and tactical levels.

As the Chief of Space Programs at the Warsaw ODC, Josh helped build out the foundational agreements between the US and Poland, leading to the first documents establishing cooperation between the Department of Defense and Poland’s Ministry of National Defense in the Space Domain.

In his last military assignment he worked as a Country Portfolio Director at the Navy International Programs Office, the Department of the Navy’s implementing agency. His Navy experience also includes international engagement and global strategy for Europe on the staff of US Naval Forces Europe and the Chief of Naval Operations. Prior to working in the international arena, he was a P-3 aviator specializing in anti-submarine warfare and ISR missions.

Since his retirement from the Navy in March 2024, he has been working as a Space and Defense consultant based in Warsaw, Poland.
